These ratings indicate the general level of technology to which an organization has access as a matter of course. In most cases, groups may exceed their base level by making a specific special effort. Anything exceeding these levels must be approved by the Technology Wizard.

5		U.S. Government, Hellfire Club, Genoshan Government, HYDRA, S.H.I.E.L.D., rich private citizens, megacorporations, the Right
6		A.I.M., Project: Pegasus, the Vault, Avengers, Reavers, MLF, Marauders, etc.
7		Fantastic Four, Doctor Doom, X-Men, Shi'ar Empire, Skrull Empire, Kree Empire, etc.
8		Kang the Conquerer, Immortus, etc.
9		Elders of the Universe, High Evolutionary, Stranger
10		Galactus, Watchers, Celestials
