Featured characters are encouraged. This is an X-MUX and we made it an X-MUX cuz we have a soft spot for certain characters :) and that's why the theme is what it is, so we'd like to see X's. This in no way says that we feel featured characters are more significant, more important, or contribute more to the MUX. It just means that these people are assumed to exist within the game world in some fashion or another, and so their absence weakens the game's reality. Just remember—Mutatis Mutandis is using a variant on the Marvel X-Universe for its starting point. Magneto exists, and it would be far-fetched to assume that he went away to live like a hermit forever.
